Which of the following most accurately describes the problem?

FRANCE'S DECISION to move from a 40to 44-tonne maximum LGV weight limit this month will give French hauliers a slight edge over their UK counterparts when undertaking international work, an expert has said.

The increase for five-axle articulated vehicles has been adopted by France's National Assembly.
