• One in 15 0-licence applications are now opposed on environmental grounds, compared with one in 100 before 1984 when residents were not allowed to contest licence bids, according to a report from the Polytechnic of Central London.
The report says that householders in the South-East are the most likely to complain about hauliers' applications, while those in South Wales are the most tolerant, Between 1984 and 1990, 54,012 written complaints were lodged by residents against 0-licences, while local authorities objected 7,172 times.
Changes to the law that were introduced in 1984 gave local councils and members of the public new rights to object to 0-licence applications because of the effect a haulage operation would have on the environment.
