Which of the following most accurately describes the problem?

• The Vehicle Inspectorate has issued its second overloading warning to coach drivers returning from the Continent. Out of 75 coaches checked near Dover last month, two were given prohibitions and 25 received verbal warnings for overloading.

About 48 coaches were weighed by the VI and Kent Police at the Boughton enforcement site. Three drivers were found to have exceeded hours regulations, four vehicles had mechanical defects and two possible Operators' Licences offences were discovered. During the VI's first crackdown at Dover in November prohibitions were given to nine coaches.
