Which of the following most accurately describes the problem?

• Eleven bus operators have joined forces with Cleveland County Council to agree on a voluntary code of conduct, which is designed to remove the worst excesses of competition in Teesside.

Vigorous competition in both Stockton and Middlesbrough town centres has already led to a Traffic Commissioner's inquiry after complaints of late running, stand blocking and double parking.

The Teesside code was signed in the presence of Fred Whalley, chairman of the North Eastern Traffic Commissioners. It creates five 'designated areas', and bus movements within these areas will be strictly regulated.

Operators who signed the agreement include municipals Cleveland Transit, Hartlepool, and Darlington; Caldaire NE subsidiaries United, Tees, and Teesside Motor Services; and independents Go-Ahead Northern, Delta coaches, Nelson coaches, Eden Bus and Robson Town service.
