At the special meeting of our verseas Group on November 7, roup members were only iked to express a preference 3tween two possible strategies ar the future. There was no for;al resolution or binding vote.

The governing body of the AR Overseas Group is its CounI consisting of eighteen elected fficers and councillors plus Ight former chairmen. This at s last meeting specifically deded by a substantial majority -hat it wanted an Advance ayments Guarantee Scheme to 3ntinue (including the setting f financial standards and proviion for guaranteeing advance ayments received from the eneral public). The present cheme is due to continue to the nd of 1981 so it has 13 months ft to run.

The present scheme does not ttempt to "insure against insolency" which, as your report inicated, is not normally an inurable risk. What is being onsidered is some other way of ontinuing the aims of the preent scheme while at the same me making the system easier
