Which of the following most accurately describes the problem?

• Dundee Corporation has agreed by 18 votes to 17 to open negotiations with the Scottish Bus Group for the sale of the city's bus fleet of 230 buses, employing 500 crew men. This followed a recent delayed decision when the proposal was talked out. On the present occasion the Labour members urged a public referendum, but this was rejected and on the casting vote of the Lord Provost the decision was taken to sell.

The way has been left open, however, for the employees to negotiate an agreement with the Corporation, if they are so minded and wish to avoid falling into the hands of the nationalized industry, as has been proposed; their union, the TGWU has opposed any sale and wants continuity of operation by Dundee Corporation.

The Provost pointed out that the men now have a chance to put right the defects of the department, which will lose £180,000 this year. An application is now pending for an increase of 1d on all fares.
