Which of the following most accurately describes the problem?

decision of the Divisional Court in the case of London Transport v, Sumner, a new Provisional Regulation will come into force immediately amending the terms of the Public Service Vehicles (Conduct of Drivers, Conductors and Passengers) Regulations, 1933.

Regulation 11 will now be altered as follows:—(1) The deletion in sub-paragraph (i) of paragraph (b) of the words: " or, if no demand has ' been made, before leaving the vehicle "; (2) the insertion after paragraph (b) of a new paragraph: " (c) No passenger shall leave or attempt to leave the vehicle without paying the fare for the journey which he has taken, and with intent to avoid payment thereof."

The effect is to import into the Regulation, so far as it concerns this particular point, the element of mens rea.

ARE STANDING PASSENGERS ALLOWED IN WORKS BUSES?

ARE standing passengers permitted in buses engaged on special works services? This question was raised at Derby County Police Court, when three conductors employed bythe Trent Motor Traation Co., Ltd., were charged with alleged overcrowding of buses employed on a service to a works at Spondon.

The police said that the buses could not be regarded as meeting peak transport requirements (in which case standing passengers would have been permitted) and that, had they been engaged on a regular route, the, prosecutions would not have been brought.

The defence argued that, on the occasion in question, duplicate buses were provided, but they failed to satisfy the demand, and that there was no case to answer.

The magistrates agreed with the latter submission and dismissed the summonses.

On January 8 a poll of ratepayers. is to be taken in connection with Brighton Corporation's trolleybus Bill.
