Which of the following most accurately describes the problem?

VARIOUS standards of evidence are V hieing required at different traffic courts to substantiate a claim for additional vehicles by carriers. At a public inquiry held in Manchester by the North-Western Deputy Licensing Authority, Sir William Hart, an application was made • by ',Mr. G. Catterall, of Ancoats, Manchester; for an' additional vehicle, on the ground that the two Machines _which he possessed were -worked in 'double shifts to cope with increased business.

Mr. H. I3ackhouse (solicitor to the • C.M.:LI.A.) submitted in support of the claim the wages book of the drier, to show that a douhle shift was work ing, and proof of the payments for petrol, which were four times as heavy in 1935 as in 1933.

Mr. G. H. P. Beames (for the railways) suggested that both these sets of figures might mean that longer journeys were being operated with lighter loads and, as the tonnage could not be given on the carriage of bulk goods, he asked for a return of the receipts to show what increase there . had been since the previous application. The hearing was adjourned for receipts to be produced.

"Then," commented the applicant, the railways will want to know the rates charged."
