Which of the following most accurately describes the problem?

Travelling round the M25 towards the M3 exit last Su night (30 January) I was thii to myself that at least on a Sunday night you don't get 1 usual queues when the "variable speed limit' signs slowed everyone down wit!' warning of queueing ahead.

Everyone slowed down hey presto, there was a queue. I assume that the authorities had a good rea to reduce the limit, but I sometimes wonder if, durii long night shift, the guys at control centre are ever tempted to use these signs just to wind up truckers on rare occasions when traffi this over-used roundabout isn't already at a standstill.
