THE CAUSE of down-licensin has been brought no nearer b the Road Haulage Association i its formal response to the Di partment of Transport's prow sals for a revised track cos formula.
It has repeated its view thz down-licensing should b permitted only if hauliers are tic penalised and that there will b effective enforcement. "Extr taxation to compensate for los of revenue due to down licensing would not be accepft ble to most road hauliers."
In general, the RHA ha accepted the DTp proposals.
