ALARMED by a recent series of severe accidents, the EEC Commision has written to all Common Market countries urging them to crack down on commercial vehicle drivers who ignore regulations on driving time and rest periods.

CM understands that one measure under consideration in Brussels is to make it obligatory for all countries to check a certain percentage of all lorries and transport firms every year. One draft of the proposed regulation says this figure should be 30 per cent.

A senior EEC official told CM: "I have the impression that four countries — West Germany, Britain, the Netherlands and France — are applying the tachograph regulations quite strictly and are checking at least 30 per cent of vehicles.

"However some other countries are not quite so rigorous in their approach and their level of checking is probably below the 30 per cent mark."

MEPs share the Commission's concern. In a recent written question, Tory Sir Henry Plumb (The Cotswolds) drew attention to a recent coach crash on the French motorway near Avallon in which five holidaymakers were killed, including one of his constituents.

He asked the Commission if it considered that existing road safety laws were adequate and whether it was satisfied with the degree of compliance — particularly during peak holiday periods.

New tougher rules on the application of the tachograph regulation will probably be tabled early next year when the French will hold the EEC Presidency.

They are known to be particularly in favour of such measures and will give them priority.
