Which of the following most accurately describes the problem?

• At the annual dinner of the RHA North-Western area at Blackpool last week, the chairman of the Association, Mr William McMillan, condemned what he called "hysterical outbursts" that blamed heavy lorry drivers for accidents on the motorways.

Referring particularly to the multiple crash on M6 last September, Mr McMillan said there had been a discussion between the police and the Association under the chairmanship of Mr J. Rennie, Assistant Chief Constable of Cheshire, and he went on: "The repercussions from this meeting will be considerable. Police spokesmen are to address further meetings of members and drivers on the subject of motorway safety and I am confident that the example will be followed by other police forces all over the country."
