Which of the following most accurately describes the problem?

• Complete segregation of vehicles and pedestrians is a desirable goal, but within the limitations of existing road networks in towns and cities, it may be necessary to accept something less than the ideal solution at present. This is acknowledged in a circular from the Department of the Environment issued to the local authorities giving advice on bus operation in pedestrian streets.

The circular points out the essential part which buses play in the overall transport system, and emphasizes that where there are proposals for "pedestrianization", authorities must consider the impact these may have on bus operation and service to the public.

It states: "Conflicts of principle arise when buses are allowed to use streets where pedestrian interests predominate.
