Which of the following most accurately describes the problem?

WHEN opening the Brentwood by-pass V V on Al2 in Essex last week, the Minister of Transport said the scheme to construct a new road, to be known as Radial Route 7, between Ilford and Gallows Corner, Romford, together with a possible connection to the Brentwood by-pass, was being considered by consulting engineers. Radial Route 7 would eventually ease the burden on Al2 in that it would provide a parallel route, free from cross traffic, between Gallows Corner and London, said Mr. Fraser. It would be more economical to build—at a cost of some fit m.—than to carry out a major improvement of Eastern Avenue between Gants Hill, Ilford and Gallows Corner at more than double that figure.

Another proposed new major road coming into the reckoning in Essex was the North Orbital Road which would connect the south-west end of the Brentwood by-pass with the Dartford Tunnel, he added. The County Council had in fact put forward a proposal to link the North Orbital Road with the 0 Ring Road with the aim of providing a fast east-west crossing to the north of London connecting with radial routes to the north.
