Which of the following most accurately describes the problem?

Ltd. against the decision of the Scottish Traffic Commissioners granting to Hutchison's Coaches (Overtown) Ltd. a variation of a licence for excursions and tours starting from Wishaw in respect of an additional tour to the Forth Bridge and Dunfermline, has been dismissed by the Minister of Transport.

It appeared to the Minister that the Commissioners thought it reasonable and desirable that the respondents as well as the appellants should, as existing operators in Wishaw, have a share in the new traffic created by the opening of the Forth Road Bridge. He had not sufficient grounds to differ from that point of view.
