AN appeal by the Transport Holding Company (BRS) against the decision of the Yorkshire Licensing Authority to add three artics to the 57-vehicle fleet operated by Hunters of Hull (Transport and Warehousing) Ltd. has been allowed and the grant of the additional vehicles will be vacated (see The Commercial Motor, November 19).
The Tribunal's reserved, written decision, issued last week, held that "an
improved method of carriage by sea is not primarily calculated in itself to increase the volume of either exports or imports ". It was rather an improved way of doing the same work. The Tribunal appreciated that a different type of vehicle was required but affirmed that these should be obtained by substitution rather than by adding to the number of licensed vehicles already Authorized to the company.
