Which of the following most accurately describes the problem?

THE West Midland Traffic Commis/ sioners have been ordered to revoke the road Service licences granted to Kendrick Transport Ltd., Dudley, as a result of a decision by the Minister, published last week. The licences authorized seven stage carriage services to Baggeridge Colliery, and objections were received from W. A. Noakes Ltd. and Homers Luxury Coaches. In his written decision, the Minister stated that his preliminary view was that the right course would be to make an Order on the Commissioners to re-hear the applications in view of information which became available after the licences were granted; but as Kendrick Transport had lodged applications for variation of the licences under appeal, covering routes, timetables and fares, a decision to terminate the existing licences seemed appropriate. Kendrick will be able toapply for new licences, in the desired terms, and may apply to the Commissioners for short-term licences to enable services to be maintained pending the hearing of new substantive applications.
