MR. J. V. FRANKLIN has been appointed a director of Black and Decker. Ltd., to act as assistant managing director. In the course of many years with the company, he has served in practically every department.
MR. C. W. WROTE has resigned from the position of Stockport Corporation's transport manager to which he was appointed 18 months ago. Managerial duties are being undertaken, for the time being, by MR. F. N. BARLOW, chief clerk of the department.
" After being connected with trade in Perth for over 50 years, including 27 years as the principal of Frew and Co., Ltd., a Ford. dealer, Ma. T. D. FREW has retired and MR. J. L. FRASER has been appointed managing director of the company.
MR. T. V. DtxoN has been appointed a director of Brown Brothers (Ireland), Ltd. He joined the company shortly after the War, and he has had practical experience in all sections of the business. In 1928 he was appointed manager of the Belfast branch, and seven years later returned to Dublin to take up the post of joint manager with Mr. A. C. Taylor.
MR. L. HAYI3ITTEL has been general manager of Wrightways, Ltd., airtransport contractor, etc., at the Croydon Airport, since August I. This company owns its own aeroplanes, and has for some years been operating a regular daily passenger and freight service between Croydon and Le Bourget, the Paris Aerodrome, the main outward traffic being the carriage of early morning newspapers.

vice-chairman The municipality is fortunate in that, during the past 33 Years, the chairmanship of the transport committee has been held by only two chairmen. Alderman Robinson first occupied the post in 1920, and has been reappointed each year.
Monthly Payment Plan Shows Saving on Road Tax.
A plan for the finance of Road Fund taxation, introduced a year ago by Bowmaker, Ltd., the industrial banking concern, is, we learn, meeting with success among commercial-vehicle operators. The company's plan has two outstanding advantages. Not only does it permit the tax being paid by monthly instalments extending over the whole year, but when compared with the normal quarterly-payment system, it is cheaper by as much as 31 per cent.
• In operation the plan is simple. Bowmaker, Ltd., pays the total 'annual tax direct to the licensing authorities and the operator pays to the company an initial amount of one-twelfth of this total, followed by 11 equal monthly instalments to cover the balance, plus a small accommodation charge. For instance, if the total tax payable be £600, the amount paid under the quarterly system is £660. With the same tax, the total cost by adopting the Bowmaker plan is £638 10s., which represents a direct saving of £21 10.2.

RECORD OVERSEAS BUSINESS Following a highly successful 1936-37 season, during which all previous overseas sales records were beaten, Rootes, Ltd., Devonshire House, Piccadilly, London. W.1, the world exporter of Conuner and Karrier commercial vehicles, reports good business for the first quarter, ended October, of the present season. Compared with the corresponding period of last year, export orders received amounted to 54.9 per cent. of the total for the 12 months of last season.
During October, shipments of commercial vehicles by Rootes. Ltd., exceeded, for the first time, 20 per cent. of the company's total exports.
