Which of the following most accurately describes the problem?

Advance information is given in this issue (page 254) with regard to the notices which have been lodged by four municipal authorities and one public company, in respect of their intentions to seek powers, in the next session of Parliament, for the operation of motor omnibuses, so far as England and Wales are concerned. There is, we regret to record, a reduction in the number this year, as compared with last, when five local authorities and three public companies deposited the necessary private Bills, as reported in our issue of the 19th December last. We hope that it may be possible, before the end of this month, for us to record a material lengthening of the list by reason of Scottish promotions. Scotland, last year, accounted for two applications.
