Which of the following most accurately describes the problem?

• The Road Haulage Association delivered its fuel message to the Chancellor last week when chief executive Roger King arrived outside the Treasury in the RHA's "Tax Tanker". King emerged from the cab of the tanker, which is emblazoned with messages such as "Why are you taxing our industry to death?", to hand over a letter to a treasury official. Shortly afterwards a "Dump the Pumps" truck appeared alongside it. King's letter, which restates the case for an Essential User Rebate, accompanied a letter from Continental hauliers to the European Council of Transportation Ministers asking them to bring fuel to the top of the European agenda.

The event attracted media coverage from national BBC and ITN news programmes, The Times and The Sun. Mark Bratt, Transport Advisor for the National Farmers Union, and Doug Thorogood, of the Federation of Small

Businesses, were also pre sent.

Asked why the RHA was not supporting the Dover protest being held that day, King said that RHA members could not afford to take the time off when their businesses are losing money on a daily basis.
