Which of the following most accurately describes the problem?

II WEST YORKSHIRE haulier Peter Glover has been given a month in which to seek a new licence, by the North Eastern LA Frederick Whalley, and warned that if he appears at a further inquiry his licence will be revoked Glover, had been called to disciplinary proceedings as a result of an unsatisfactory maintenance investigation and a conviction for a vehicle excise licence offence. A DoT vehicle examiner that one delayed prohibition and two defect notices had been issued during the investigation.

Inspections were now being carried out by the commercial garage, said Glover. He was taking legal action over an accident and he hoped to receive £10,000, which would put him back into business.

Questioned about the conviction, Glover said he had been unable to afford the excise licence and he had done a silly thing in changing the registration number on the disc.

Cutting the duration of the licence so that it expired in a month's time, Whalley said that he was taking a lenient course. There was no doubt there had been times in the past when Glover's finances had been inadequate. However, the situation appeared to have now improved.

The LA said he hoped that Glover had learned his lesson.
