lig"acquiring vehicles before being granted licence authority were illustrated when Sheffield taxi operator Marlyn Habeshaw, trading as Fast Link Travel, applied for a new two-vehicle PSV operators licence, before North Eastern Traffic Commissioner Frederick Whalley.
Evidence was given by a traffic examiner that he had seen a 12-seat minibus driven by Habeshaw take five children to a school in Sheffield. Habeshaw produced a hackney plate for an eight-seater.
Habeshaw thought he was covered by the hackney plate, not realising it was the seating capacity that counted. Whalley granted Habeshaw a licence for 12 months.
