Which of the following most accurately describes the problem?

A "PROMINENT" parcels carrier was due to introduce a booking-in charge from August 1 in an attempt to discourage delays at delivery points.

The . move is the latest manifestation of parcels carriers' annoyance .about delays created when customers refuse to accept deliveries of goods which have already been booked in at specific tithes.

A Road Haulage Association survey has shown that arranging the booking in and return of vehicles costs between £8 and £10, and the company — whose name the RHA refuses to divulge — is introducing a £2.50 charge to try to defray this.

An RHA express parcels carriers' group meeting resolved last month to recommend that all of its members should institute a booking-in charge at a rate set to suit their individual circumstances.

The move to tackle this problem was first moved by Carryfast, but it is not the company which is leading the booking-in charging.
