Which of the following most accurately describes the problem?

WAS interested in Mr Norriss's letter CM, July 13) about his position as an winer-driver and his reasons for not oining the RHA, FTA or TGWU. I vish to comment not so much on the natters he raises but rather upon an mportant side-issue which he does not.

I am involved with the production of egislation and associated guidance notes nd codes of practice relating to the ransport by road of dangerous ubstances and one of my problems is mow to reach all those who have an nterest in the subject when any new locument is published_ One of the most important ways of Publicising such documents is to notify rarious trade associations, such as the MIA and PTA, who in turn notify their nembers. In addition, we issue a large '4:plume of news releases which more iften than not are published in various rade journals, including CM Mr qorriss may well read about a particular natter in one of these journals but there s no guarantee of this.

I will be most interested to know, herefore, how someone in Mr Norriss's position expects to become aware of tew legislation in this or any other field
