VEHICLE construction and use limitations vary between Italy, Spain and Portugal.
Italy In Italy vehicles must comply with the requirements of the Convention on Road Traffic, Geneva 1949, copies of which may be obtained from H.M. Stationery Office. This agreement will in due course be superseded by the Convention on Road Traffic, Vienna 1968 but this is not yet in force. Vehicle weights and dimensions.
Annex 7 of the 1949 Agreement covering weights and dimensions, is not generally operative and operators must therefore comply with the Italian domestic requirements.

Abnormal loads/vehicles: A special authorisation is required for vehicles that exceed any of these limits. Application should be made to the Azienda Nationale Autonoma delle Strade Statali (ANAS), of each province through which it is intended to travel. The procedure is complex, and operators are advised to send a representative to Italy to conclude the necessary formalities or appoint a local agent to do so. Dangerous goods Italy is a party to the ADR Agreement, which is intended to ensure that dangerous goods being carried by road can cross international frontiers without hindrance, provided that the goods are packed and labelled in accordance with the terms of the agreement, and that the vehicles used comply with its provision. Detailed information may be found in the notes on ADR.
Perishable foodstuffs: Italy became a contracting party to the ATP agreement on 30 September, 1978 and ATP approval certificates to be presented. Examinations at present are carried out in the UK by. The Shipowners Refrigerated Cargo Research Assoc.

For each additional 5cm, an additional weight of 700kg may be added up to the indicated maximum with a spacing of 1.35m.
Provided that the weight does not exceed 4.25t per metre of outer axle spread.
Abnormal loads/vehicles: Vehicles and loads which do not comply with the weights and dimensions set out above must obtain a special authorisation from: Division de Explotation, Direccion General de Transportes Terrestres, Ministerio de Obras Publicas, Aveneida del Generalissimo, Madrid.

A full translation of the Rules is available from the Association's International Department with a list of roads which have restrictions on them. However, amongst the requirements to be included in the applications are: A declaration concerning the loads, its weights, dimensions, identification, and the number of journeys required.
Place or origin and destination; Vehicle type; Vehicle Permits; Plans and sketches of the load and the vehicles to the same scale in triplicate.

Portugal is not yet a contractinc party to the ATP agreement or the carriage of perishable food stuffs in insulated or refrigerate( containers. If a vehicle carryirm such goods is bound for Portu gal then it does have to cornpl, because the vehicle will transi France and Spain who are con tracting parties.
