Which of the following most accurately describes the problem?

PRIVATE bus and coach companies are often small and flexible in their use of labour and play a significant role in providing local passenger transport. This is one of the obvious conclusions of a Transport and Road Research Laboratory entitled report The organisation and role of private bus and coach companies.

It also includes such startling observations as "many operators run day outings to the coast or other places of interest in the summer and weekends and many operate school and other works contracts."

The report, by R. C. Jackson and P. H. Martin generally comes to obvious but vague conclusions and could be of use to people previously unconnected with the passenger industry.
