Which of the following most accurately describes the problem?

THE VOLUME of traffic on British roads last year was four per cent higher than in 1977.

Department of Transport figures show that car and taxi traffic volume (as measured in vehicle-kilometres) increased by five per cent, while goods vehicle traffic, excluding light vans, rose by two per cent. Bus and coach traffic volume did not change significantly.
