The report says that following the widespread use of forged permits in France by some British hauliers, the French authorities banned hauliers caught with the false permits and this seems to have slowed the increase in the use of such permits.

Prosecutions in British courts of hauliers caught with the forged permits has also led to the decline in their use.

Use of forged permits has also meant that the French authorities have held back increases in the quotas of permits for British hauliers.

The report — International Road Haulage Permits — puts the record straight with information on allocation policy and the transfer of permits between companies as well as the different kinds of permits.

It is aimed at updating a 1977 report from the DTp which first contained the department policy on permits.
