Which of the following most accurately describes the problem?

• At its Sunbury end M3 motorway will be tapered from three lanes to two in order to check the flow of traffic over the Greater London boundary. This decision has resulted from discussions between Mrs Evelyn Denington, chairman of the GLC's transport committee, her vice-chairman and the chairman of the council's planning committee, with Mr John Peyton, Minister for Transport Industries. As a result there will be a check to traffic along the Chertsey Road route through Twickenham, Hounslow, Richmond, Chiswick and Hammersmith.

The M3 from Popham (near Winchester), through Basingstoke, Camberley and Chertsey is due to reach Sunbury next spring.
