• The Employment and Training Bill, which provides for a careers service run by local authorities and the creation of an independent Manpower Services Commission (MSC) besides modifying the Industrial Training Act 1964, received the Royal Assent last week.
The 10-member MSC starts operating next year and will have two executive arms — the Employment Service Agency and the Training Services Agency. These are at present within the Departmein of the Environment and will become statutory bodies in their own right.
The employment Service Agency will be responsible for: O Job centres and other employment services; professional and executive recruitment services; occupational guidance, administering scheme to help workers move to new jobs; employment service for disabled; and industrial rehabilitation units.
The Training Services Agency will be responsible for: O The training opportunities scheme; coordinating the work of Industrial Training Boards; and promoting training in areas not covered by ITBs.
The Secretary for Employment, Mr Maurice Macmillan, will appoint the MSC chairman. Other members will be appointed after consultation with the TUC (three); CBI (three); local authority associations of England and Wales (one), and Scotland (one); and other professional education interests (one).
