Which of the following most accurately describes the problem?

REDUCED import duties on commercial vehicles were announced, last week, by Mr. J. R. Jayawardene, Finance Minister of Ceylon. The preferential duty on buses and goods vehicles has been reduced from 25 per cent. to 15 per cent., and the general duty from 321 per cent, to 221 per cent. These are the rates which existed before December, 1947.
