IMPLEMENTATION of the Labour Party's proposed transport policy would "discourage any rapid rise in motor traffic and this would need to be reflected in the roads programme," says the policy document.
Maintenance of trunk roads is recognised as important but an expansion of the network would not go beyond the completion of M25, the M40 extension and the M1/A1 link.
If resources become available, trunk road by-passes will receive top priority. Other schemes may be adopted to encourage vehicles to use environmentally acceptable routes.
