Which of the following most accurately describes the problem?

ONE vehicle was ordered to be removed from a B licence held by Beech of Cardiff Ltd. by the South Wales Licensing Authority, Mr. R. R. Jackson, at Cardiff last week after evidence of lack of maintenance facilities and the con

dition of the fleet had been given. .

The clerk to the Authority, Mr. J. H. Chard, called evidence that the company had one vehicle on A licence, nine on B licence and one on C licence. In November, 1962, Mr. Beech had been given a public warning about his maintenance and last year an examination of the fleet was ordered.

Inspections were delayed by Mr. Beech's lack of co-operation. Notices of immediate or delayed prohibition were placed on a number of vehicles and as many as 17 defects were listed in one case. The premises at Cardiff had no covered accommodation, light, power or water, and only two railway vans in which, come fitting was carried out. Mr. fieech told the Authority that since having to move from his previous premises he had been uuable to find adequate accommodation, but had now acquired some land where he intended to move eventually. He had spent nearly 0,700 in maintenance during 1963, he said, and his vehicles were inspected every week-end.

Giving his decision, Mr. Jackson said to Beech: "When you were before me last November you gave me many assurances as to the future. What I have heard today clearly shows they were precisely nothing. It seems that you have very little sense of responsibility and hold little or no regard for the Road Traffic Act."

Mr. Jackson suspended one vehicle for six months, dining which time he would instruct the -area mechanical engineer to inspect Beech's facilities.

"1 expect you to give your full co-operation as a haulier ", he said to Beech. "Take this as a very severe warning. If I get a further account like this it will not be a question of suspension; it will be out-and-out revocation."
