Which of the following most accurately describes the problem?

AREQUEST that the West Midland Licensing Authority should revoke the road service licences of six operators in the Oswestry area, because of alleged failure to pay higher wages awarded by the Industrial Court, has been made by the Transport and General Workers' Union.

Mr. S. 'son, regional trade group secretary of the T.G.W.LI, told a meeting of employees that rates of pay for Oswestry busmen were among the worst in the country and that local operators were determined not to pay men the approved rates. The Union would not accept less than the Court's award.

The operators concerned are Messrs. T. Hyde, Messrs. A. Parish, Messrs. D. and J. Gittcns, Vaggs Motors, 1-lampson's Luxury Coaches and J. W. Lloyd and Sons, Ltd. Mr. J. C. Park, of the last-mentioned company, has slated that delay in reaching a settlement has been caused by difficulty in interpreting the award. The operators were prepared to continue negotiations with the Union until a settlement had been reached.
