Which of the following most accurately describes the problem?

AN assurance that the interests of the small man would be safeguarded during denationalization was given by Mr. I,. I. Stokoe, secretary of the Scottish Area of the Road Haulage Association to Dundee Sub-area, last week.

Members had been asked to give details of what they wished to buy, so that the R.H.A. could present the information to the Minister of Transport. There were various people in the background waiting to buy, but their purchases would be beyond the means of existing operators, said Mr. Stokoe. With the information supplied by the R.H.A., small hauliers could be assured that they would have a chance to acquire 'small units.

The Association had tried hard to eliminate the clause from the Transport Bill which would relax licensing procedure. They could only hope that its operation would be delayed until the industry was stabilized.
