Which of the following most accurately describes the problem?

II The Freight Transport Association is working with local authorities across the country to develop better relationships between hauliers and urban communities.

The initiative is already up and running in Birmingham, Southampton, Chester and Aberdeen. It is designed to promote environmentally sensitive, economic and efficient delivery of goods. With access and weight restrictions increasing, the FTA is keen to work with councils, environmental groups, residents' associations and local fleet operators to find solutions that benefit hauliers and residents alike.

The FTA says: "We want to develop a more co-operative situation because congestion has increased in recent years and will continue to do so in city centres creating further problems." El In its Budget submission the FTA is calling on the Chancellor to freeze VED and increase spending on transport building projects.
