Which of the following most accurately describes the problem?

• Following the announcement by the LA that he would refuse an application by Mr. G. A. Gittins, of Wrexham, for two vehicles on a new B licence, in Wrexham, on Tuesday another applicant said that in view of what the LA had said in summing up he would like to withdraw his application.

The North Western LA, Mr. C. R. Hodgson, told Mr. Gittins that he had produced no evidence to warrant a grant.

The LA then read an excerpt from the letter sent by his office to all applicants. He stressed

the -point that evidence of public need must be shown and that the most effective way of doing this was by calling customer witnesses. In Mr. Gittins' case the application had not been based on these grounds, said the LA.

Mr, Hodgson then issued the warning that if there were any other applicants present with such a case they should heed his words. At this point Mr. J. D. Williams, of Wrexham, who was applying for a new B licence for one vehicle, said he wished to withdraw his application.
