Which of the following most accurately describes the problem?

• Disgraced Macclesfield haulier Stanley Fernyhough, has had his firm's 0-licence revoked and his HGV driving licence suspended for 12 months by West Midland Traffic Commissioner David Dixon.

Traffic examiner Max Breakwell told a Birmingham hearing that in May and June 1999 informadon was received that Fernyhoughs Ltd, which held a licence for nine vehicles, was operating vehicles that could not be traced on the VRO database. Fernyhough's premises were raided by the VI, the police and Customs & Excise who found that four vehicles bearing S-prefix plates had never been registered or taxed.

Dixon said Fernyhoug,h's convictions struck at the heart of the 0-licensing system.

Company secretary Fernyhough has been in trouble in the past. Earlier this month (May) he received an 18-month suspended prison sentence after admitting evading £100,000 of fuel duty (CM10-16 May). Last October he was given a conditional discharge for three years after admitting the fraudulent use of vehicle registration plates and the falsification of tachograph records (Citl12-18 Oct 2000).
