Which of the following most accurately describes the problem?

and Turnbull, intends to boost its franchise network to about 40 outlets within the next year or so.

The news comes just nine months after the firm announced plans to increase its operation to just over 30 franchises. It currently has 24 franchisees, having appointed seven in the past six months and a further three are in the pipeline.

James Whittle, the company's franchise executive, says recruiting new franchisees has been fairly hard because of the downturn in the removals market. "We have to be careful to choose stable companies — many have either gone out of business or diversified into other areas. We are pleased with the progress of our franchise programme so far, though we would have liked it to be quicker."

Whittle says the franchise outlets have been launched to coincide with the publication of local Yellow Pages. "The majority of our work comes from our advertisements in Yellow Pages, which we also use as a territory marker for our franchisees." Potential B and I franchisees must have at least three removals vehicles — one bearing the B and I livery; and three years' experience in the business. Drivers have to wear B and T overalls and stationery must carry the company's "friendly Mr Mover" logo.

In return, the franchisee will receive marketing and management support, a national image, buying power, nationwide coverage and corporate accounts.
