Which of the following most accurately describes the problem?

• Truck drivers and motorists stopped for speeding in Italy will need a calculator to find out whether they have broken the law under new regulations announced by the Government to mark European Road Safety Year.

The regulations comprise a complex sliding scale system designed to take into account any instrument error.

All drivers automatically receive a 10km/h reduction. After that, a progressively in creasing discount rate applies to establish a net speed.

Speeds of under 70km/h will be subject to a 5% reduction. Between 70 and 120km/h 10% applies, while speeds of more than 120km/h will have a 15% reduction. Thus a vehicle clocked at 120km/h will be deemed as travelling at 99km/h (120 —10 -= 110, less 10%=99).

Readings will be based on one of three sources: tachographs on trucks; equipment on police cars travelling at a constant speed along a measured stretch of roadway: LI time stamps on motorway admission tickets.

In this last case a vehicle's speed can be calculated between toll points. If the speed limit has been broken the relevant fine will be payable together with the toll.
