Which of the following most accurately describes the problem?

rr WO express service 'licences, between Skipton and Llandtldno and Colne and Llandudno, were ismalgamated at Manchester last week by the North Western Traffic Commissioners, with Maj.-Gen. A. F. 1. Elmslie as chairman.

Mr. F. D. Walker, appearing on behalf of Ribble Motor Services Ltd., W. C. Standerwick Ltd., Crosville Motor Services Ltd., Ribblesdale Coachways Ltd. and Bracewells ( Ine) Ltd., said that in 1956 a licence had been granted permitting the first three companies to operate a joint express service between Skipton and Llandudno, and another allowing the latter two lorganizations to run a joint service bet*een Colne and North Wales. Until 1962 these services had been operated side by side but then it had been realized that it would be better if they were co-ordinated.

In 1962 the Ribble service had been suspended on Tuesday, Wednesday and Thursday of each week, which were the days-when the Bracewell service operated.' All agents_ and offices had been asked to accept bookings on behalf of all the companies, and the fares were consistent. The Bracewell service had never been meant to carry day-return traffic to .Llandudno and it did not bring one-way traffic from North Wales into East Lancashire.

The application was granted, but the necessary wording of the licence had still to be decided. In the meantime dispensation has been allowed.
