Which of the following most accurately describes the problem?

the licences covering four vehicles of 12 tons and one trailer of 1 tons, Mr. J. Eckersley of Bolton applied for one B licence for all these units at Manchester last Friday. He wished to carry numerous types of commodities within a 35-mile radius of base; and transport furniture and household effects within 15 miles.

In evidence Mr. Eekersley said that his vehicles had such varying conditions that sometimes'it was difficult to ensure that they kept within the limits of their licences. On one occasion -the wrong unit had been sent out and had gone beyond its radius, but no action had been taken by the enfoicement staff of the North Western traffic area. Many cotton mills in the Bolton area had recently closed down and they had received requests to travel farther afield to carry textile waste and machinery. Sub-contracting was difficult and when vehicles were obtained they were often unsuitable. Customers had asked that they should go as far afield as Huddersfield, Dewsbury, Lancaster and Blackpool.

Evidence was _given by three witnesses, all customers of Mr. pckersley, who wanted him to carry farther afield than he was licensed to do at present. Objections were received from British Railways and British Road Servicei.

The North Western deputy Licensing Authority, Mr. A. H. Jolliffe, granted the ap`plication with a radius of 25 miles.
