WHEN considering applications the IN need of the public and other haulage operators must be taken into account before those of the applicant, said Mr. A. H. Jolliffe, the North Western deputy Licensing Authority when he refused a proposal by Mr. T. H. Martin at Preston on Tuesday. Mr. Martin was asking for an A-licensed vehicle of 4 tons to carry scrap metal. He has already acquired this unit but it was off the road undergoing repairs. Until a week ago he had had one vehicle on C licence but this had now been sold for scrap. He told the court that on one occasion he had been fined f29 for irregular operation, but now he just wanted one vehicle to enable him to earn his living.
Two scrap-metal dealers supported the application and said they had difficulty in getting their traffic moved.
Mr. Jolliffe pointed out that vehicles could not be licensed just for the asking and be did not think enough need had been established to merit a grant. He warned Mr. Martin to he careful that his future operations were within the law.
