Which of the following most accurately describes the problem?

THE weight limit on Marlow bridge may be reduced. This fact emerged before the South Eastern Traffic Commissioners at Reading last week, when the Thames Valley Traction Co., Ltd.. sought to run 35-seat one-man-operated buses between Maidenhead and Marlow Common. Mr. J. W. Daily, traffic manager of the company, said that because of the weight restriction on the bridge, only 15 or 16 passengers would be able to ride across, and the others would have to alight and walk. The highway authorities had been asked to make a dispensation, but had taken the view that the limit should be decreased rather than increased until another bridge could be built.

The application was granted.
