Which of the following most accurately describes the problem?

'THE Minister of Transport has L announced that a flat rate of 2d. per vehicle per departure, will be charged for the use of Halifax Corporation's Cross Field bus station.

This charge was suggested by Maj. F. S. Eastwood, chairman of the Yorkshire Traffic Commissioners, when he acted as the Minister's inspector at a public inquiry in Leeds on November 12, 1956. The Yorkshire Woollen District Transport Co., Ltd., Hebble Motor Services, Ltd., and the North Western Road Car Co., Ltd., had appealed under Section 29 (2) of the Road Traffic Act, 1934, against what were described as proposed unreasonable charges by the corporation.
