Which of the following most accurately describes the problem?

The statement that the railway companies were threatening to withdraw colliery companies from the list of those obtaining contracts for the supply of railway coal, unless they restricted road deliveries from their pits to a radius of seven miles, was again made by Mr. F. G. Bibbings at a sitting of Sir William Hart, the Yorkshire Deputy Licensing Authority.

Mr, J. Merritt (for the London and North Eastern Railway Co.) suggested that a certain Colliery which had been mentioned, would not supply coal for delivery by road for a greater distance than seven miles. It was then that Mr. I3ibbings made his allegation.

Sir William : "Is it my concern at all, assuming there is substance in your complaint? Your client asks for a licence. Certain questions are asked, the relevance of which I don't always understand. He is a man carrying coal for only a very limited distance, and he is asking for a B licence. My practice is to bear that in mind, and to give him a licence so that he shall have no difficulty in carrying out his business" In this case Sir William said that a seven-mile radius would be suitable.
