Which of the following most accurately describes the problem?

• Hauliers might find it easier to travel through non-European Community transit countries following talks between the governments of Austria, Switzerland and Yugoslavia and the Community's transport chiefs.

The deal could put an end to curbs on lorry weights and sizes, bans on night travel, high toils and long delays at frontiers. In exchange, hauliers from the three transit countries could gain some access to the Community market.

Community director general of transport Eduardo Pena has been told by exasperated ministers to sue for peace and end the long war of nerves between Community hauliers and the transit governments, and an agreement could finally be on the cards.

Pena wants free passage for Community lorries, better distribution of traffic between routes and an end to discrimination. The Austrians want to transfer some transit traffic to rail; Switzerland is refusing to negotiate on its lorry bans and restrictions, while Yugoslavia is demanding Community money to improve its road and rail links as part of an overall deal. Pena will make a detailed report to Community transport ministers in June.
