Which of the following most accurately describes the problem?

IRISH hauliers should not expect continued issue of licences from the Scottish Licensing Authority if they did not comply with the law, Deputy Licensing Authority J. S. Dalgetty told Malachy McKinney from Lislea, Armagh, when he granted a Standard International Short Term licence in Glasgow for one vehicle and one trailer.

McKinney told the court that hauliers had nothing to do with weighing and received sealed loads, which should be within their capacity. Overloads were always reported back and loaders in Ireland were constantly told to keep within permitted limits.

The problem was, perhaps, that there were no weight restrictions in Ireland. There were no weighbridges available and it was not possible to checkweigh at the factories. McKinney thought that factory owners in his country did not realise how serious the weight restrictions were. Mr Dalgetty granted the application but warned "Don't count on getting it again."
