Which of the following most accurately describes the problem?

• South Africa's Things motor group has negotiated a franchise agreement with Mack Trucks Inc, America's biggest diesel truck manufacturer, and will soon start assembling heavy goods vehicles and buses in the Citroen — formerly Rover— plant in Port Elizabeth.

The Mack franchise comes six months after Things gave up the franchise for Magirus Deutz trucks. Initially, Mack vehicles will be imported in ekd kit form and will start off with a distinct advantage over most of their competitors in that they will fully meet the requirements of the new Road Ordinance which came into effect on January 1. This places stricter controls on power/weight ratios, weights on axles and tyres and overall lengths. Manufacturers whose trucks do not conform to the new standards have been given five years to modify their vehicles—or take them off the roads.
