Which of the following most accurately describes the problem?

• A new pamphlet published by Aims of Industry, "A Case for a Tax Refund to Industry-, highlights the waste of manpower involved when statistical returns of various kinds have to be completed for Government departments. A typical medium-sized engineering firm, Wingard Ltd, of Chichester. reckoned that in 1968 its completion of mandatory returns occupied a minimum of 801 man-days. Other examples are quoted in the pamphlet proving that Wingard's experience is not exceptional.

Aims of Industry suggests that employers should make their own calculation of the time spent by staff on the largely unproductive work of completing government statistical returns. A cost figw-e should be put on this work and MPs and shareholders should be advised accordingly. An effective campaign could be mounted to reinforce a scheme for a tax refund to industry.
